These views were amplified and affirmed in a

later instruction sent by Mr. Cadwalader, Assistant

Secretary of State, to Mr. Seward, October 23rd

1874, a copy of which was sent by Mr. Fish, Secretary

of State, on the same day, to the Legation of the

United States at Peking for its information.
